This recently sold on Ebay - what is that card holder on the bottom right of the picture?  Where is that used?

I was looking at that auction but I decided it was too much money. I was curious about that one you pointed out, I was thinking maybe not a WE part?  Some add on part for added advertising?

I thought they went very high, but then again I had no idea what it was either. Looks like part of a Leich magneto crank...Doug
