Is it actually for a phone line? I've seen a lot of different protectors, but nothing like this.

Jack, are you sure the link you posted is correct?  I tried twice and it won't work for me.

Raliroads -at least the SAL-SCL used these on open wire circuits .Earlier form of a gas protector

But protector? It's marked but what for.

It's for a few hundred volts - not very high. If it were for an extremely high voltage the spark gaps would be bigger and the pin spacing would be much larger.

Not for a telephone line but it might protect some equipment at an exchange. Might be used on any industrial or perhaps railroad equipment.

Low level radio active.
