7" 1939 style Hubcap Real or Fake?

Hi Guys,
I was offered the hubcap below . It lacks a white porcelain reverse. Greg's tutorial on fake Bell  hubcaps indicates this should be a fake. However the Bell logo looks perfectly  correct and there is a #22 present on the reverse. Could this be an exception?
Please advise with your thoughts.

Not sure why there are two different color backs.  Probably different manufacturers.
