That phone was on an auto party line of four subscribers. The alternative numbers are for making revertive calls, that is, calls to subscribers on the same party line.

From that phone, to call a number other than a subscriber on the same party line: dial the directory number as you might expect.

To call someone on the same party line, dial the alternative number listed on the instruction card. When the appropriate tone is heard, hang up and both your phone and the called phone will ring. When your phone stops ringing, the other party answered so lift your handset and speak.

If the call timed out rather than being answered, when you lift your handset you hear a tone.

The precise details and the precise tones differ between systems but you probably get the drift.
