It's a 29E Bracket.

29-type brackets have been in use for a long time to help mount outdoor phones and subsets from the 300-type (used a 29A) onward.  Often seen with the 325, 525 and 570 sets.

I vote "do not."

Check the BSP for the model of your phone for mounting instructions.

A 320 or 520 needs something much more substantial, like this...

Thanks for the details.  I was researching payphone brackets with no results.

It's interesting that it could be mounted on a metal fence.   Maybe its yellow because some telephone/fire boxes are yellow in some areas?
