Autophon was a Swiss maker of telecommunications, radio and TV devices, including mobile radio communications for police, railroads, etc.

A radio transceiver?  The labels on the panel might be descriptive enough as to its exact function.

From the front panel it looks like a rack mount module.  Maybe the case is to carry spare modules in.  I know there is nothing like that module in the railway cars we use where I work.
