Payphone was working, now every call goes to an off line signal

This phone has me stumped.  I haven't been able to get the transmitter working, and I even changed handsets. What is really confusing is after programming all calls for .25 and it working perfect, today I try it and now all calls go to an off the hook signal.  What would cause this?  I went back to the original handset, and got the same signal. 

I am new to this, but know it has a Protel board.

I think when I moved the phones location it lost it's settings.  I called in to 1-888-213-1795 and restored it.  I then manually added in the accept incoming calls while in the program mode with 6088 0000 0000 255 01 0008. This evening I will try swapping polarity to see if that fixes the transmitter problem.

I am enjoying this project.

Is the phone equipped with a battery for programming memory backup?

Yes it does have a battery, and when I did the diagnostic code to test it, it came back with one beep indicating it was fine.  I still bought a replacement battery online.

Sounds like you are using your landline phone number instead of 555-555-5555.

Program mode 00 555-555-5555*
25 1-888-213-1795*
*#3 this will give the phone a basic program and then to get incoming enter

Program mode 00 555-555-5555*
6088-0000-0000-255-01-0008*
