This is an RS 18936 TDU (Telephone Diagnostic Unit).  These were manufactured by AT&T and installed in AT&T retail stores in the 1980s to check out phones brought in by customers.  Most AT&T stores had one of these in the back room, although the public rarely ever saw them.

I have never encountered any literature or manuals for this unit.  If anybody has anything, please let me know.

The Phone Center Stores also had a more basic model, but much larger, in the retail area, with a single 630A (wall phone) jack, digit dialed display, and buttons for "listen" (dial tone),  transmit level, and ringing.

Can you figure out who made it? That would be the first step in finding documentation. Does the case come off? is there a data plate on the rear or bottom?

All the labels and stickers on the rear and on the bottom are AT&T.  The case does come off, and the AT&T logo is present on the circuit board inside.  It appears that this unit was actually made by AT&T (or some subcontractor).  There is no indication that it was a standard piece of test equipment purchased from another manufacturer.
