I've run across some what appear as soft center finger wheels. They are marked in the package as Class E, Style 1. Can anyone confirm what is in the package ?

Not me.  I have not run across that designation.

That sounds like government mumbo jumbo to me.  I wonder if they might have been packaged for government use?

I think these came from Oldphoneworks, they have the same photo. The part number is there, the number I got was on the edge of the package. Still are these open centered ?

That looks like a hard center from this end.

The package label is definitely military jargon, I recognize the style, particularly the "1 each" designation.  We used to make all kinds of jokes about it.  Take a description of an object, string it backward, separate with commas, and put "1 each" on the end:

"Can, garbage, 1 each"
"Fountain, water, 1 each"
"Dump, healthy, nice, 1 each"
The idea that a four-year degree is the only path to worthwhile knowledge is insane.
