open the rec circuit while dialing, or short the rec while dialing?

I have read about the different ways to remove the pop in the rec when dialing.
some open the circuit, others short it.
What is the difference???
are there some circuits that can handle shorting the rec, and some that can't?
I need help understanding the different methods of handling this.
Why did some short it, and others open it?

Useully the receiver is shunted (shorted) when the dialing pulses are going on.  I've seen where other things happen with other dials but I don't know if they are good or bad.

Just 2 different ways of thinking. Both works well.  Western Electric did often open the circuit, most others shorted out the receiver.

I am not so good on getting things shining like new, but working like new is what I put the effort into.
