Can a bent dial pad/plate/thing be repaired?

It isn't bent, It is just out of whack. You can adjust the tilt it at the dial mounting screws inside the phone.

If Jim's suggestion doesn't work try the actual mounting bracket that is riveted to the base. Sometimes they get bend.

If this phone has an early 1950s base, the dial will be held by three posts, one on each side and one in front.  The screw on the front of the dial may have slipped out of the slot in the post.

Also, make sure that the o-ring is in place around the dial.
