What is this?

This is from a craigslist ad. I contacted the seller but they havent got back to me...

What kind of phone is this, notice the really weird dial...

From Denmark.The dial has a spring loaded plate under the fingerwheel that rotates with the fingerwheel. the cradle might be a replacement to dress up the set .

That cradle is definitely a replacement, and the proof is that it will spin freely about its vertical axis in the mounting.

The original cradles were cast metal and look kinda' like flat metal stock that was bent upward at a radiused curve at each end and had semicircular cuts made to fit the handset. 

The original cradle casting fits over the T-bar above the flat ringer gong at the top of the phone, to prevent it twirling about. 

These were originally plain black.  The one you have was processed by "whoever" in the 1970s to make it look more like the conventional idea of a "French" "decorator" phone.  That one could be restored to original condition with some effort, or used as a parts source for another that has the correct cradle, or another could be used as a parts source for a base cover and cradle. 

Some of those have a little "odometer" in one of the windows above the dial, which was an optional feature that was used to show call charges in realtime, as the "metering pulses" were sent out from the telco central office.  (The actual telephone bills were calculated from similar meters installed in racks at the CO.)

The build quality of these is generally excellent.  Definitely worth keeping.
