Rob,
   If you don't have the original line in cord  put a jumper wire from network 9 to network 6 and put the red line in to network 10 (L1) and the green line in wire to network 8 ( L2) and it should work.  Hope this helps----stub

So I have followed all of your suggestions as well as the wiring diagram and nothing yet.

I have checked all the soldered connections and they're good.

I have attached some photos for you guys to check out. Any and all help is, as always, much appreciated. Please let me know what else you may need.

Rob,
       Move the jumper wire from 6 to 8 and see if you get dial tone then. I can't find the exact diagram for your network yet.  stub
