Unusual WE Candlestick Base On eBay

An unusual WE candlestick base for sale on eBay that appears to be for an interphone with 17 round holes for buttons & half moon shapes below for labels(?)
I know WE made 4 & 8 button ones - maybe for some custom application & why have the space between the 10th & 11th holes?
Anyone seen or have one of these phones complete?

The catalogs suggest bases of 4-, 8- or 12-lines should be more common.

It could be a sample/proto base. The space between 10 and 11 results in fewer mis-dials.

Good thought, Jim. It could also have been made for a project involving wiring a large estate or other big installation.

I am guessing the round holes must have been for buttons. The half moon cut outs would be for designation strips?? Any ideas?
