Kellogg ‘sleeve’ BSP?

Can anyone please point me in the direction of a Kellogg 'sleeve' BSP and/or any other source information regarding its manufacture?

Is the "sleeve" you're referring to the black part of the shaft of the Kellogg? I think its just a bakelite or hard rubber tube slipped over the steel shaft. I've never been able to take one off. Sometimes when the phone gets rusty, that sleeve will split.
In one of the old Kellogg catalogs is a view of the piece parts of the candlestick.

I have replaced the cracked or missing covering  with brass tubing or fluted brass lamp tubing
