Title: What area was Western Electric 29A #63 used at?

I just picked up a Nortel Millennium without keys. I tried using a USB borescope as recommended on these forums, but the right-angle mirror was 100% useless so I couldn't read the key code. I ended up drilling the top WE lock, which was easier than expected.. maybe 5-10 min with a 1/2" cobalt bit, and then 20 min with a screwdriver and needle nose pliers. When I opened it up, I saw it was a WE 29A, #63. Doh! Wondering what area this was used at.

I meant that the 29A lock #63 had been used in the Phoenix area. However, it would have been installed on a Western Electric phone owned by the Bell System.  No idea how it ended up on a Nortel Millennium.

A #63 29A is not a common one to find it is much rarer then the payphone.
