Yes, it probably would. File out the intermediate "bumps" and though it wouldn't seat perfectly, the key would open the lock. The locks on the courtesy boxes aren't very sophisticated - in fact, a bent hairpin will open them.

The top to bottom measurement of the key slot in the courtesy box (at lest in my courtesy box) is 15/32". I scaled the drawing, below in this thread, so the key matches that measurement. Unfortunately when i convert the scaled drawing to JPEG the dimension changes slightly, so I cannot post it. If you want a PDF of the scaled drawing to use as a direct template to make a key send me your email address. Make the key out of any thin metal plate.
