What is this?  Testing equipment of some sort, but for what purpose?

Not a "thingy" nor is it unusual since they were used by most telcos, including the Bell System, having Strowger offices.They were handy for testing and adjustment of Strowger selectors and connectors.  There may be a Bell System Practice for it in the TCI Library.
