1968 Western Electric Model 500 Has Constant Dial Tone, Questions?

Well, i compared my 1956 phone to the not working correctly 1968 phone.
Best i can tell they appear the same internally, but the 68 phone has more white colored wires in it, than the 1956 phone.
Don't know if that has something to do with it or not.
Oh, i tried reversing the whites to see if that would do anything, but it didn't.
It still just gives me a dial tone all the time.

I think the cause might be that the dial pulse contacts on the back of the dial are not pulsing then the dial is returning.

If you remove the wire from the dial to R terminal, and tape the end, you should hear a clicking sound when the dial is released. (careful, it may be loud)
