This is a odd number card on a D-1 on EBAY....

Given the advertising. I think it may be an "authorized" attachment.It replaces the number card holder with police, fire and phone # , as well as  easy to read #'s.

The yellow is just a sticker someone placed on the metal.  My first guess is that this is actually not a replacement for the original number card group, but a snap-on cover.
