It's a Western Electric 2B ACD Supervisor's Console

ACD systems are like a PBX but they are able to distribute calls equally amoungst operators for call center use. There are usually supervisors keeping track of the number of incoming calls to ensure that there are enough operators staffed to handle the call load etc. This would appear to have been the console to present all of the info to the supervisor.
