Probably a 4010B network.

This is the same 4010-type network used in 702B Princess Phones. That's not surprising since the 1554 was actually the wall version of the Princess (similar network, hookswitch, ringer, and footprint--but lighted dials only in the rotary wall Prototypes).

Fig. 3 shows a 4010B network for the 1554B with 25A3 dial, and either a 4010B or 4010D with the 25W3 dial. The difference in the two networks is the dial filter between F and RR, which would have been needed for a rotary Princess, but not for a Touch-Tone set. Therefore, if the 4010B network is used, the green dial lead and the white line switch leads are connected to G on the network, rather than the usual F. F is used on the 4010D.
