If it helps, an FCC ID search supposes it was made by DBTEL of Taipei sometime in the early-mid 1990s.
Did Bell ever do metallic swirl? (I remember reading that it was usually "whatever color(s) are left in the machine at the beginning/end of a run")
That's one of the nicer non-Bell ones I've seen; actually has guts in the base, and a bell instead of a beeper
