I'm proud to say it works! It sounds AWFUL if you listen to it in the handset, but my Key System and the CO line recognize it as DTMF. Here are some pictures...

Congratulations, you got it working.
The reason it's so loud in the handset is because there is a shunt switch built in the dial that goes across receiver of the handset in touch tone sets. That is what tones down the loudness in the receiver.
But hey, it works. That's all you need.
