2500 Touch Tone: can't break dial tone and no ring

I recently purchased a Green hard wired TT 2500 I-69 inside date:.  On the bottom is an ATT sticker: 1-04-84 STD TT.   When connecting to the house wiring it won't break dial tone, nor ring when called. However,  I can answer calls just fine and very clear if I just pick it up when calling the house.  It has a 425K Network  WE 2-69.  I've included some pictures of the network wiring.

Any tips would sure be welcome.

Jim, these phones are polarity sensitive, and more than likely the problem is that your line is reversed. You can swap the red and green line cord wires either at the wall or inside the phone on L1 and L2. Also, to get it to ring, move the black ringer wire from G to L1 or put the yellow wire at the wall together with the wire from L1.
