Blue jumper and 78 ohm relay present in LPB-86-55 payphone... Why?

I have a question about my LPB-86-55 payphone... It not only has a blue jumper from Terminal 1 to Terminal 6 on the upper case terminal strip, but also has a 78 ohm electromagnetic relay.

Why would both be present in it?
