What was this item, and why was it worth over 1200.00? As far as I could tell it was broken and possibly incomplete.

I think this is the subset for a 130? wall telephone.Some collectors call it a "donut" telephone.

Robby..is the subset for a WE 130 Donut Phone.  I watched the auction and am stunned by the price....Doug
