Yes, that wiring diagram is for a local battery magneto subscriber set.  I haven't found a common battery diagram yet for a Kellogg stick with that hookswitch configuration.
I have to draw a proper circuit diagram to understand the reason it needs to have four springs.  My first guess would be that it disconnects the ringer and generator when going off-hook.
PS: the latter seems to be true just by tracing the connections to screw #3.

Here's my best guess.  First choice is still to use the correct subset/ringer.

There appears to be a jumper on L2, would like to know where the jumper is going to.  If there was a 4th wire (anti sidetine) it would go to BK, but I think we get the same results by ignoring it.
