You are walking down the sidewalk and you come to a telephone pole with the following metal tag.
What does it mean.

Here we have red plastic bands that are maybe 5 inches high and 3 feet long that are wrapped around the pole and stappled or nailed into place. I have only seen the equivilent of your first pictire/tag although I think it just has the circle with the X through it (no arrow pointing upwards).

I think you are correct about the first one, the actual meaning is that the poles is to be replaced for some reason and in the meantime, Do Not Climb it.

I haven't seen an equivilent to the second picture/tag but my guess might be that it is a dangerous pole so be extra cautious when climbing this pole.

"Caution-Do Not Climb".
Different in respect to number 2 in the fact that the pole is not slated to be replaced.
