Unidentified Dial

My Dad collected Western Electric phones and equipment and this doesn't appear to be W.E. Co.
Has 77-12 on the back but appears older than that to me.  Has a "K" on the back, I was thinking "Kellogg"?
Please let me know if you can I.D. it.

Japanese not sure of mfg. Possibly Iwatsu

Thanks for the identification.  A little surprised it's Japanese.  So maybe the 12-77  is actually the date.  It doesn't sound like it's got any value.
