This is different, a WE 5H with an AE style dial plate. Zero at 6PM instead of 4PM.

Over on the TCI list they are saying it is a kludge of an AE number plate placed on a Western Electric 5H. They said the winner is going to have a surprise when mounting it since its orientation will be skewed about 30-degrees

Not just the mounting, but the AE dial has more space between the finger stop and the number 1.  This was to have milliseconds more time in between digits dialed to allow CO machines to settle between digits.  Therefore a WE finger wheel will not have holes that line up over all the numerals on the face plate.  Maybe that is why it is not being shown with a finger wheel.
