Most dials I see come with two white wire connectors, a blue , and a green. Obviously, I know where the green and blue go on the network. Are the white wires interchangeable, that is I know where each wire goes, but if I get them switched, will the dial still work?

Yes, they're interchangeable.

Blue and green, are, too. In fact, some later dials only have blue wires. They're both just connected to two different sides of a switch, and thus are electrically equivalent.
