Western Electric 684A Subset...Low Handset Volume

Hi, I'm restoring a WE 684A Subset. It came wired to a WE Space Saver. The receive volume is low. For starters I swapped out the F-1 Handset "just in case" No improvement. I'm assuming the issue is the old network in the 684 ? Not sure of the model, but it pre-dates the 101 series.

I have another 684AB, same setup with the network that preceded the 101, but looks like it and that 684AB / Space Saver works like a charm.   Any suggestions would be appreciated.
