Rose Beige -- color code -55 -- (c. 1953-1957) is a darker beige so the letters and figures on the dial number plate are white.
Light Beige -- color code -60 --(c. 1957-1990) is lighter so the letters and numbers are black.

So far, so good.

So what's the story on this late model Northern Telecom assembled in their USA plant (Michigan or Tennessee)?

As you said, not a WECo phone.  ABS plastics made much later.  Canadian nostalgia?    Congratulations!

Is there a complete color chart for ITT plastics anywhere?

For comparison, here is a 1969 beige Northern Electric 500D, but refurbished with Northern Telecom plastics. Note that the dial has black letters and figures. This phone was property of Northern Telephone; is that an independent phone company in Canada?
