Western Electric Chestphone always busy signal

I picked up a Western Electric Deco-tel Chestphone at a thrift shop the other day.  I am able to dial out just fine.  However, when I try to call the phone I automatically get a busy signal.  I opened up the phone and checked the wiring, everything looks good and is in great shape.  I am stumped as to what to do next.   Any Ideas??  thanks in advance.

Play with the switch-hook to see if it moves freely. Sometimes the plastic plunger will get out of alignment with the actual switch, or will bind for other reasons.

I made another test call to my cell phone, I didnt answer when it rangl.  Hung up the receiver and my phone did not stop ringing.  I guess that would explain why when I call in, I get the busy signal.  Thanks for the idea and the quick help !!
