Title: PayPal Strikes Again
Post by: Doug Rose on February 04, 2018, 07:42:16 AM
It you live in MA or VT you got a surprise yesterday, a 1099 from Paypal. All money  over $600, sent to you via Paypal is considered taxable income in MA and VT.

What does that mean? You pay state income tax on anything over $600.

When did this bill pass?  We are now out thousands.

You cannot sell on eBay without taking Paypal or some other electronic payment which will will look into.

Not like the old days when a money order or check was sufficient.

I am sure this will spread like wildfire to other states. At least you have been warned in advance, we had no warning until yesterday and that was too late. Horse was already out of the barn!!

Happy Super Bowl Sunday!

Isn't it the case that a hobbyist or eBay seller and deduct the original cost of the item, the cost of parts that may have been added, shipping and fees yielding net income which, yes, if a positive number, is indeed income and taxable under Schedule C?

I've been reporting net sales income from eBay sales for years - lets me sleep better at night. I also pay state sales tax, Wisconsin has a line on the state return, for such purchases that are not taxed by the seller, and, of course, less shipping paid (shipping is not taxable).

nope.....Income to be taxed  just like your paycheck. Nothing to written off, that's the Feds, this is State. No warning, just came in the mail yesterday. Paypal said they been getting "hammered" from MA and VT.

It seems to me that you can deduct costs as mentioned previously plus many other relevant expenses on Schedule C, which you should probably be filing with both the IRS and MA if you are receiving more than $600 per year.

Having 1099s simply gives the feds and state the ability to verify that you have claimed at least enough income on Schedule C to cover the sources that report to them.

What is the change from the way it has been the last couple of years now? There was something that started a couple of years ago where total sales over what...was it $20K brought a income tax receipt of some sort to your inbox. Is the $600 figure a total per year or just each individual "sale" that is over $600? Just trying to understand the scenario.

I also wonder how PayPal Friends & Family transfers fit into the scenario. I know that isn't really possible with eBay sales but doesn't stop me from asking if I sell to some of my friends here on the forum (sorry in advance!).

A few years ago Paypal put a 20K cap, even states it on the 1099 I just received. Stay under 20K you are free from Federal Taxes.

New this year MA and VT only over $600 is included as taxable state income.

I will check with my accountant on Monday. Hopefully some can be written off. What a mess!....Doug

I like the new Canadian Income Tax Form:

Line 1 - How much did you make.

Bottom line - Send it in

Doug: Yes it means you will have to spend even more time tracking expenses and doing paperwork but you will have to be able to write off what you pay for everything PLUS a percentage of your homes expenses from property taxes to electricity to phone and internet costs. It is possible to come out reasonably okay.

We did it before when the Cap of 20K came on in late November of the year, We will have to go back and do it again for 2017 if we can have deductions, it will be great....Doug

IN Texas, no state income tax, so they too their cue from airlines.  State, county, and city fees for everything.

"Death and taxes" I guess.  ; )

Don't know if you other eBay sellers got a notice from them, but eBay is going to distance themselves even further from PayPal by changing their "payment intermediation" (their term, not mine) to some payment processor called "Adyen".

They say that PayPal will still be an option that you will have to choose if you don't want their new payment processor, Adyen. Sounds like PayPal is going to lose a big chunk of business.

Ray....only  option eBay gave me was Propay. I couldn't go back to the old days of MO or check. I am sure all electronic options will now report 1099 to the offending states. Another bump in the road ......thx ....Doug

It looks like PayPal will remain a payment option for eBay, but only until 2023.

So it looks like you will only be able to use PayPal with eBay for another 5 years! >:(

In my early days on ebay, I used to use something called "Nochex" alongside with paypal, as a lot of people didn't trust paypal back then so preferred to not use them, of course this was before ebay integrated payment systems into their site so the seller had to manually mark things as paid, even with paypal, once they put it all together and made paypal the default payment, then the other services like Nochex unfairly took a back seat as they were considered "outside of ebay", but now that ebay split paypal off into its' own entity, maybe the likes of other services like that will make a resurgence... :)

I will use PayPal for purchasing items, but their stranglehold on eBay payments and fees has taken the fun as well as profit out of selling on eBay. Too much work...too little reward.  PayPal is great for the buyer, not so great for the seller.  Another eBay seller bites the dust  :-X.

We were hoping when eBay and PayPal divorced it would be better for the kids.....didn't happen.  8)

A lot of effort goes into selling. You constantly go to yard sales, fleas, antique stores and Brimfield to get the best for the collection and sell the rest after cleaning, fixing, picture taking, listing auctions fighting with eBay and PayPal. Disgruntled buyers...REPEAT.  :'(

I am now officially a buyer.  I plan on taking the weekends off, maybe sleep late....to 8.....Doug

Here in Michigan, I only get a 1099 from PayPal if I hit BOTH $20,000 in sales AND 200 transactions; kind of nice......for now.

Got this from eBay a few days ago. I'm sure everyone else did as well. Posted here for posterity.

" eBay is happy to announce plans to further improve the customer experience by intermediating payments on our Marketplace platform. In doing so, eBay will manage the payments flow, simplifying the end-to-end experience for both buyers and sellers. We have signed an agreement with Adyen, a leading global payments processor, to become our primary payments processing partner. PayPal, a long-time eBay partner, will be a payments option at checkout for eBay buyers.

You do not need to take any action at this time. The transition to full payments intermediation will be a multi-year journey.

Over the past three years, eBay has transformed its business to drive the best choice, most relevance and most powerful selling platform. Building out our payments capabilities is the next step in that strategy.

Payments intermediation will bring significant benefits for eBay sellers. You can expect a simplified pricing structure, more predictable access to funds, and most sellers can expect their costs of payments processing to be reduced. We're also working on ways to provide sellers a central place to track and manage their business, which can soon include payments information.

By offering buyers more choice in how they pay and expanding payment options into more geographies, eBay believes sellers will be able to reach more buyers and improve conversion.

The transition to full payments intermediation will be a multi-year journey. eBay will begin intermediation on a small scale in North America starting in the second half of 2018, expanding in 2019 under the terms of the Operating Agreement with PayPal. In 2021, we expect to have transitioned a majority of Marketplace customers to the new payments experience.

Again, you do not need to take any action at this time. As eBay gets closer to the initial phase of its intermediation efforts, we will share more details about this process and next steps for sellers. In the meantime, please read the eBay Inc announcement (https://www.ebayinc.com/stories/news/ebay-to-intermediate-payments-on-its-marketplace-platform/?utm_source=301Redirect&utm_medium=301Redirect&utm_campaign=301Redirect) for further information. For any immediate questions or to share feedback, please email paymentsinfo@ebay.com.

We're looking forward to what's next, and to getting there with you.

As always, thank you for selling on eBay."

This is the eBay Anouncement:

"eBay intends to further improve its customer experience by intermediating payments on its Marketplace platform.  In doing so, eBay will manage the payments flow, simplifying the end-to-end experience for buyers and sellers. eBay has signed an agreement with Adyen, a leading global payments processor, to become its primary payments processing partner. PayPal, a long-time eBay partner, will be a payments option at checkout for eBay buyers.  The transition to full payments intermediation will be a multi-year journey, and eBay will move as quickly as possible to complete this process within the parameters of the Operating Agreement with PayPal, which remains in place through mid-2020.

As a leading global commerce company, eBay believes that payments intermediation is strategically important to improve the buyer and seller experience on its platform and will enable the company to further innovate on behalf of its customers. In a rapidly changing and competitive ecommerce landscape, shoppers expect to be able to both shop and checkout on the site on which they transact.  As eBay intermediates payments, shoppers will be able to complete their purchases within eBay.  As a global marketplace that operates in over 190 markets, eBay also must continue to provide localized payment options for buyers and sellers that are tailored to their unique needs.

Over the past three years, eBay has transformed its business to drive the best choice, most relevance and most powerful selling platform. Building out eBay's payments capabilities is the next step in the company's strategy, with the goal of driving significant benefits and efficiencies for its buyers and sellers globally.

Specific Customer Benefits

For sellers:

Lower Costs and More Control of Their Economics. Most sellers can expect their costs of payments processing to be reduced after they transition to eBay's intermediated payments model, and benefit from a simplified pricing structure and more predictable access to their funds.
A Central Place to Manage Their Business. eBay is working on solutions to provide sellers with information about their eBay business, inclusive of payments information, in one place so that sellers can easily track and manage all of their transactions and customer interactions on eBay.
Greater Buyer Reach and Improved Conversion. By offering buyers more choice in how they pay and expanding payment options into more geographies, eBay believes sellers will be able to reach more buyers and improve conversion.

For buyers:

More Payment Options at Checkout. eBay is focused on providing consumers greater choice in payment options at checkout.
An Integrated Checkout Experience. eBay will manage the entire checkout experience, delivering a more streamlined experience for consumers.

Strategic Partners

eBay has signed an agreement with Adyen to be its primary partner for payments processing globally, including in North America. Adyen powers payment processing for a number of the world's leading global marketplaces and brings to this partnership a broad global footprint with a flexible and scalable technology platform.  Adyen's wide geographic reach and experience at scale extends to more than 150 currencies and over 200 methods of payments.

Additionally, eBay and PayPal have aligned on terms to offer PayPal as a way to pay at checkout on the eBay intermediated model until July 2023. PayPal will remain an important partner to eBay.

Long-Term Investments

eBay has begun making significant investments across its business to build the capabilities required to intermediate payments. The company's payments team is led by Alyssa Cutright, Vice President of Payments, and Jingming Li, Vice President of Payments Platform, to oversee the business and product development, as well as Yvette Bohanan, Vice President of Risk Management, leading the payments risk management team.

Together, these leaders bring significant payments expertise from Alipay, Google, HSBC, Square and Wells Fargo. Over time, eBay expects to have a team of several hundred business, product, and risk specialists driving its payment capabilities.

Timing

eBay will begin payments intermediation on the Marketplace platform on a small scale in North America starting in the second half of 2018, expanding in 2019 under the terms of the Operating Agreement with PayPal. In 2021, eBay expects to have transitioned a majority of its Marketplace customers to its new payments experience.

The way that sellers engage with eBay in an intermediated landscape will, for the most part, be very similar as they do today.  For example, sellers will not need to change their accounts with eBay. Sellers will continue to log into eBay and manage their listings as they do today.  As eBay begins to intermediate payments, sellers can expect to see new, streamlined dashboards and reports inclusive of payments – all within eBay.

Specifically:

As eBay transitions to a fully intermediated platform, it will work closely with its sellers to ensure that its new payment capabilities reflect their needs and deliver value to them.
To enable payments in their eBay accounts, sellers should expect to provide eBay with some additional payments-related data and transition to a new relationship with eBay that includes integrated payments capabilities.
Sellers will be required to complete these steps in order to continue selling on eBay, and it is anticipated that this transition for sellers will occur no later than one year after the expiration of eBay's Operating Agreement with PayPal, i.e., by July 2021.
As eBay gets closer to the initial phase of its intermediation efforts, it will share more details about this process and next steps for its sellers. In the meantime, sellers can contact eBay now at paymentsinfo@ebay.com to stay up-to-date on eBay's payments efforts and timing, share feedback and ask questions.

eBay's payments initiative is expected to deliver value to customers through an improved shopping experience, enhanced selling tools and streamlined costs.  The company is committed to working closely with its seller community to address the features and benefits that are most important to them and to ensure a smooth payments transition.

Good News!! We went to our accountant yesterday and the 1099 that we received is NOT additional to the Schedule C we file with the IRS as Paul F had stated. If you sell under 20K anywhere in the US, you do not get a 1099 from Paypal BUT you still must file a Schedule C with the IRS. I did not realize that is was a deductible with the State as well.  So sellers in MA and VT keep doing what you are doing, this is NOT a change.

My accountant flat out asked us why we are selling on eBay as in the end we do not make that much for all the work we both put in.  :'(
