Anyone ever seen anything like this?

Doesn't look like it would (properly) fit on any other type of dial mount, and the layout is obviously made for a Western Electric dial.

Appears  to be aftermarket and not sanctioned by Bell System

My guess is it is for folks with poor eyesight. WE made a lot stuff to help the handicapped. This could be an approved attachment, even if it wasn't made by Bell.
I think it is a neat item.

Strange the ad says fits all new square phones and is pictured on a 302. Yours is on a B mount, not square.

It's an aftermarket upgrade to adapt numeric only dial, to alpha numeric dials.
