That condensor looks like ones I found underneath the base in some European phones I worked on a few years back. You need to get yourself a left hand ruler Ray!

It's a 'rack-mounted coil".  It was part of a common battery set up for early candlesticks I believe.  The rack was mounted on a wall with a ringer box above it.  A candlestick was connected to the other end.  I have an N.E.T.&T. version that is not as fancy as this one.

Thanks Greg! I thought it was something like that. I got it at an auction years ago, and took it home because it was cool looking!
