It looks like someone rigged it for activating a micro switch. If you look at the dial "leaves" it appears most are missing. It looks like (to me) the wires are connected to a micro switch

Yes, the pile up was one thing which had me stumped. Still cannot figure out what the purpose could have been.

The only thing it could be used for would be a one second time delay, or it gives 10 pulses in one second ?
It could be used to simulate rapid fire for a sound effect.
