Unusual Ringer set up?

I was checking out a woodie on eBay and looking at the ringer set up made me wonder. Is this a normal set up for this type of phone? I have not seen anything like this before. The seller obviously has no clue as he states "it is ahead of it's time" and then calls it a musical item? I am far from a wood expert, can anyone enlighten me on this set up?

After going to the auction site, it looks to be a Federal.
I've never seen the inside of those. It looks odd with brass gongs though.

I think this is a Northern Electric.  They installed the ringer that way to prevent people from swiping the gongs.

It is either a Leich or assembled from Leich parts.1930s or so
