If you do decide to use a 66E3 Connecting Block to hook up your 564 (a nice clean way to go), you should probably also have one of these:

This is Dracon's version of the Western Electric 714 punch-down tool.  (Sorry about the fuzzy picture, but this is the way it was shown in the eBay photo).  This tool is used in key systems to attach wires to 66-style connecting blocks.  Of course, you can also (with care) use needlenose pliers or similar tool to fasten wires to 66 blocks, but this tool is quicker, fun to use, and makes more reliable connections.

Two wires (one pair) carried the actual telephone line,
Two wires (a second pair) carried control information (known as 'A-Leads') for that line,
Two wires (a third pair) carried current to a lamp for the specific line key position on the phone.

The T/R is on pairs 1, 4, 7, etc....

Modern Connecting systems don't ensure neatness. In fact I can't believe some of the horrible things I encounter where "modern systems" were put in place rather than just sticking with a straight forward, inexpensive 66, BIX or 110 wall frames utilizing jumpers rather than patch cords for telecom.
