Sarge,

Is it broken, or will it just not work with your old phones? If it is broken, send it back, I wouldn't want to buy a brand new, yet broken product from anyone.

Unless you tested it with a modern phone, and it does work, then I'm sure you can make your money back.

Try a standard touchtone phone, just incase that makes a difference (if not it could be goosed from sitting about doing nothing all these years)... :)

Touch Tone pad?  What's that???  You mean like in a 1500?

There doesn't seem any need to experiment further, Sarge didn't get a dial tone, and that won't change with any touchtone pad, as there isn't any dialtone on a digital system.  The only dialtone to get would be if one of the CO line ports is connected to a line and the power is turned off to activate the powerfail pass-through.
