US Patent No. 1050304, Telephone-Transmitter, was granted to S.E. Scribner, assignor to Western Electric, on 1913-01-14.

This might help locate other references by time frame.

By 1925 the Bell System had designed approximately 100 different transmitters, but essentially only three were used in customer instruments anymore, the 323, 353, and 337.

The sequence number 606 departs greatly from what one might expect in the time frame.
The 323 transmitter came out in 1917.

I see that the seller appears to be a collector, so anything is possible.  He claims correctly that this is unusual.

The stick appears to be greatly refurbished--or disfurbished?--with other parts.  A 51AL is second half 20s, the #4 dial at least 1930, the transmitter ca. 1913.

If the device had been indeed refurbished by WECo in the 1930s, I doubt they would left that old transmitter on there.
