What Kind of Phone is This?

I thought that this might be a Kellogg, but I cannot find a picture of one quite like this.  Does this look like a real phone or a replica?

A quick guess- possibly a Stromberg Carlson?
What does the writing around the base say?

I don't know what is stamped on it.  All I have is the picture.  I will have to contact the seller to get more information.

Put togather from parts Repro WE base for stick,ATEA belgium cradle, Norweigen handset Modified AE dial. Phoneco most likely. COT built these but with AE type 41 handset and a better dial
