NE 302 No dial tone... kind of

I have this 302 Im trying to get working. it looks wired correctly but I get no dial tone I do howerver get a dial tone for a split second when I turn the dial. Any ideas?

make sure the transmitter is making good contact.test by shorting out the transmitter contacts in the handset and listen for dial tone.the red handset wire might be open also

I am a newbie at this but I had the E X A C T same problem and it turned out to be a problem with the handset. I didnt take my handset apart to determine the exact problem But I replaced the handset and problem solved ....
