What is it?

Obviously not a "civil war era pre-telephone switchboard". But what exactly is it? It is a neat looking piece but I cannot identify it. Any Clues? Since it is labeled L1 & L2 I am assuming it is meant for a phone line. Can anyone shed some light on it?

Its more likely a telegraph/visual indicator. Indicating if the railrod track or line is in use etc.

We have a few railroad men here too, so you will probably get a better answer when the have calmed dawn after seeing this and shouting for them selves "I want it! I want it! I want it!"
