Title: w.e. 1D pay phone busy signal

hello, just picked up my first real phone to try and get working on my home line . I believe it's a western electric 1D single slot rotary dial pay phone. I've read a lot of posts here and being completely new to this I learned how it should be hooked up and should work, however it didn't come in the best of condition and after some minor tinkering I finally get a dial tone but it doesn't last long and turns into a busy signal.would be greatfull if anyone could help me with this problem. not sure if it really hurts but it seems the two relays either leaked what was in them or some how sap got inside and coated a lot of the inside
