Check your bias tension spring.  That is the thin wire between the gongs.  There are two positions.  One to the left side and one to the right (as you're looking at the gongs in front of you.  Move the spring/wire to the right position.

I notice your latch is bent in.  You need to straighten that in order to get the latch to work properly.  Somewhere around here I have a picture of the bias tension spring.  If in the left position it CAN keep the ringer from working at all.  Usually though it will work, just not well.
