The 303 is the same as a 302, except that the ringer circuit was isolated from the talking circuit, rather than being connected to the line.
Thus, it originally had a 4-conductor mounting (line) cord.

So, you can wire it the same as a 302 if you want it to ring:

Red ringer to L1
Black ringer to K
Slate condenser to K
Yellow condenser to L2-Y.

The extra red-slate condenser wire can be taped and stored.

So that's what a 4 wire cord 302 is called.  Seller thought ringer was bad, but works fine when wired as a 302.  We lived in an apartment about 10 years ago that had phone wiring like that.  We had a couple of Stromberg-Carlson 2500 (touch-tone) phones that would only ring with 4 wire cords and proper wiring.  Our 302 would not ring.

Some independent phone companies used grounded ringers, even on individual (non-party) lines. That way, if a customer reported no incoming ring, a technician would be dispatched to look for a disconnected ground wire from the cold water pipe (or ground rod) to the telephone company owned protector on the side of the house.

The ringers be connected to one side of the line and ground.

Still not sure why your apartment would have separate pair for ringing on a residential line. Wouldn't a standard 2-wire phone ring if connected directly to the red and green wires?

Nope, only a phone with a 4 wire cord would.  Probably because the building had a key telephone system, and us, (me and my wife), being the manager and living in the Manager's apartment, our apartment had one of the lines in that system.  The other units used the standard Red/Green 2 wire system.
