Stumbled across this in my online travels.  The seller (non-ebay) apparently is primarily into old radios, but has a few vintage phones and related equipment.  This item is listed as being of unknown function, which is my main question for discussion, what was this thing used for, anybody know?  It's down towards the bottom of the page:
